To get a book that is out on loan (you will see a due date in the location field of the catalogue record) you can place a hold on the item.  The hold will ensure that when the item is returned you will be in line to receive.  If a hold is placed on a book the patron who has it out cannot renew the item and must return by the due date or incur increased fines.

When you place a hold make sure to check "My Library Account" to see if you are first in line to receive, since with high demand items you may be not the first in the hold queue.
